and revised to provide that the Board of Aldermen and the Board of
Apportionment and Taxation meet both on the second Tuesday in
February in each year in order for the Board of Aldermen to submit
the proposed budget and that the Board of Apportionment and
Taxation accept the proposed budget on the same day following the
receipt of the budget from the Board of Aldermen which contains
estimates of the amount required by each department of city
government for the ensuing year, given particulars as far as possible,
and recommending an appropriation for city expenses for said year
and also recommending such tax on the poll, and as ratable estate
within the limits as said Board of Aldermen shall deem necessary to
meet the expenses for the next fiscal year?”
