A spokesman for Congressman Joe Courtney says a victim of a hit-and-run on Route 32 in Montville last month has died, even as efforts continued to bring the man's daughter to the United States from China.
State Department officials had ruled Hai Hong Liu did not qualify for a visa, because she had not demonstrated strong enough ties to China to assure she would return. Courtney's office had been trying to intervene with Secretary of State Condoleeza Rice for a visa, so she could be with her family during her father's illness. They say now they will try to arrange what's known as "humanitarian parole" so Ms Liu can come for the father's funeral.
