AG: State Can't Enforce Lobbying Law



HARTFORD, Conn. (AP) _ Connecticut Attorney General Richard Blumenthal says the state cannot enforce a law that requires the Roman Catholic Diocese of Bridgeport to register as a lobbyist to hold rallies and use its Web site to oppose legislation.

Blumenthal released a letter Tuesday with his opinion on the topic. He says the General Assembly must clarify or revise the state's law.

The diocese sued Connecticut officials in federal court in May to stop the Office of State Ethics from what it calls an unconstitutional application of Connecticut lobbying laws.

Bridgeport Bishop William Lori has said the state is violating the diocese's constitutional free speech rights.
